My dd didn't start talking much until recently. She was also a biter. She was quite a handful at that age, but she was the only one, so it was easier for us in some respects. All I can say is, remain persistant and he will stop. Some people use the word consistant, but I use persistant, because every day and every situation is different and being consistant doesn't always work for that reason, but being persistant often does.
Here's some advice that worked for us that we still use. Catch him being good. Make a sticker chart with rewards for good behavior. Make a list of the behaviors you want to work on. That list may be very long to start out with, but slowly it will diminish.
