Carseat help?

Kiera is 2 yrs and 4 months old. She weighs 32 pounds I think, and is about 39 inches tall. She is currently in a Graco comfortsport carseat. I think she's to tall for it because her shoulders are higher than the last opening and the straps seem tight. Also she has figured out how to undo the chest clip and takes it off WHILE I'M DRIVING! I obviously need a new seat, but any seat I buy with the chest clips is going to have the same problem.

Any car seat recommendations for her age/weight/height? Also HOW can I get her to keep the chest clips on? Do they make one that's hard to get off?

If she shoulders are over the top of the slots she's outgrown it and needs a new seat ASAP, it's not safe to use that way. If they're EVEN with the slots in the shell (not the cover since it can be deceiving) she's still okay for a little bit.

can you give me her torso height? sit her on the hard floor back to the wall and measure from floor to the top of her shoulder.

Do you want to keep her harnessed as long as possible?

Budget?

The chest clip issue is going to be hard and some clips are harder then others to undo but it's a discipline issue most companies say So you might find yourself doing a lot of stopping until she knows that you won't tolerate it EVER.

So with the other info I can probably give you a few recommendations.

ETA: I forgot, what vehicle are you using and what other car seat(s) will be directly next to or in the same row?
