That is kind of a complicated question. Has she always had problems or is this a new thing? If it is a new thing, she may just need something more to fill her up. My youngest dd was that way. I had to start her on cereal early, because she was so hungry all the time. A little bit of rice cereal a couple of times a day did the trick. Good luck!
