CHARLESTON, W.Va. -- Winter is not quite three weeks old, but already many West Virginia residents have felt the hardships it can bring.
No power. No heat. No way to travel anywhere. And for those stuck on the West Virginia Turnpike, no way to get home.
State and local emergency officials tried to learn from their mistakes of last month when planning for this weekend's snowstorm. But people can take steps as well, for themselves and for others.
