What are some good ideas for winter birthdays?
This isn't necessarily a "winter" idea, but maybe it will give you some ideas. For my son's second birthday (December), we had a "pirate" party. He was really into pirate things at the time...the hats, eye patches, SWORDS
Anyway, we found all of those things at a party supply store, used black plates, cups, etc. The other kids at the party got the hats, etc. as party favors as well as the chocolates that are wrapped in gold paper to look like coins. We also got palm tree cut outs to hang on the wall and used green streams hanging from the ceiling to simulate vines. It was great! We tried to make a treasure chest out of cake, but that failed. I had to run to Wal-Mart at the last minute to get another cake. All they had was one with yellow roses. I grabbed it...took it home...scraped off the roses, and put some of the gold coins in their place...wrote "Happy Birthday Random" in black gel stuff, and voila! The kids had a ball sword fighting and such. It was fun.Also, any McDonald's with an indoor playplace is great for winter parties. Just turn the kids loose and they have a great time.

We have a January birthday. It can be limiting. We had a snowman party with a snowman cake, pinata(yes on the front porch in the cold), and of course a snow ball fight and snowman building contest. The snowmen were wee tiny little things. Some people even tried to take them home!

Depends how old they are. I like to take Alisha and her friends to a hotel, to swim, play games and watch a movie, spend the night and have breakfast in the morning. We don't have to clean the house before the kids come and we don't have to pick up when they leave. Runs about the same if I was to have it at home.
Another idea is to go to McDonalds, or Playdaze or Discovery zone or Burger King with a play area. Chucky Cheese is another one. Good luck.
Oh I thought of another idea. Take them sleding or for a horse drawn carriage ride, where they can sing.

My kids love forts so we build one almost every day. We have a tent out on our back deck right now and it takes up the whole deck.
I was thinking that if you wanted to do a partly outside party then maybe set up a tent so it's like an igloo, unless of course you have snow and then they could work together to try to build one. That might be really fun for them and take pictures along the way so you can make a small scrapbook or a few scrap pages to remember the party.
If you have snow then see who can make the most snow angels in a certain time period and time them. See who can make a snowman the fastest also, say it has to be a square snowman instead of round just for fun. How about a snow bug car? Or the Eiffel Tower out of snowballs?
Have them make a wall of snowballs or in the shape of a triangle so it looks like a pyramid.
