Walmart really has some cute baby costumes this year. I don't recommend them for older kids though.

Old Navy has some really cute and affordable costumes. We also got Olivia's costume off of Ebay this year. Party City(if you have that store) has infant costumes as well.
As far as Costco, it's $45 a year. I've never been, but my brother likes it better than Sams.
We have both Sams & Costco here & I like Sam's better, we have had both in the past. They are very similar I just prefer Sam's because they carry more of what we use.
